Todd Raines, '85, President
Todd “Rhino” Raines graduated from USAFA in 1985 as a Distinguished Graduate with a degree in Astro. He retired as a Lt Col and Command Pilot, with approximately 3,000 hours in the F-4 Phantom, F-15C Eagle, and F-16 Fighting Falcon. He currently serves as Integration Advisor to the Director of Operations (J3) at US Cyber Command. Rhino served on multiple deployments to Iraq and Afghanistan, and has a Masters Degree in Cyber Security from National University. He is also a board member for the Marine Science Foundation, a non-profit group which attempts to leverage the best technology from the DoD cyber enterprise to tailor unique technology solutions to the problems of the marine science community. Rhino is married to the former Lynn Trinchitella, and they live blissfully in Edgewater, Maryland, as they complete the task of raising their five children. |

A career pilot, Steve started flying the KC-135 out of Kadena AB, Japan following by a tour on the RC-135 out of Offutt AFB, Nebraska. During his tour on the RC-135 Steve earned three air medals and his crew was chosen the Reconnaissance Crew of the Year. Steve went directly from the Air Force to USAir where he flew the line for 36 years, retiring on the B-767 as an International Captain. Steve is the principal attorney of the Law Office of Steven M Berger, LLC. The firm is a boutique firm specializing in wills, trusts, and probate. A majority of the firm’s clients are government employees or former military members. Steve is active in the community and was recently chosen by the Severna Park Chamber of Commerce as Attorney Advocate of the year. https://www.bergerwills.com Steve volunteers for Wills for Heroes providing wills to firefighters, police, and veterans. He served as President of the BCAOG for two years and is presently serving as Secretary. Steve believes in giving back to the Institution that gave him an education and the basis for a great career. |
Lou Nolan, '86, Treasurer
Lou graduated from the Air Force Academy in 1986. Retiring as a Lieutenant Colonel after 28 years on active duty, he flew the KC135, C5, C21 and RC135. A veteran of Operations DESERT STORM, IRAQI FREEDOM and ENDURING FREEDOM, Lou accumulated over 5500 flying hours. Stateside, he completed operational tours at bases in Maine, New York, Delaware, Texas, Illinois, Nebraska, Florida and Maryland along with a remote tour to Crete, Greece and multiple overseas deployments. He currently is a Department of Defense civilian serving as the Chief, Command Secretariat at United States Cyber Command. |
Jeff Kubik, '93, Networking Coordinator
Jeff Kubik graduated from USAFA in ’93 earning a BS in Electrical Engineering. He served as a 62E3E (EE R&D engineer) while on active duty. His initial assignment at Ft Meade, with the 91st Intelligence Squadron, provided him hands on lab environments that allowed him to “play” with advanced networking and network security technologies which became his foundational knowledge in his cyber career journey for years to come. He earned his MS in Technology Systems Management at University of Maryland Global Campus in ’96. During his second assignment at Eglin AFB, assigned to the 46th Test Squadron, Jeff led efforts to innovate the Air Force’s approach to testing enterprise scale mission applications which included a joint command and control system supporting AOC operations. Upon leaving Active Duty, Jeff launched his cyber career in 1999 working for a collection of defense contracting companies to include: Booz Allen Hamilton, RABA, Northrop Grumman, Praxis, iNovex and currently Jacobs. Presently, he is the director of growth for a Jacobs division providing specialized mission telecommunication services and associated cyber capabilities. Jeff is a lifetime member of the AOG and co-founded the Baltimore Chapter AOG in 2002. He has served as the past president of the chapter and has organized numerous tail gates, picnics, and other social gatherings for fellow grads and their families to enjoy. Jeff’s wife Anne Marie is an Army veteran of the nurse corps and enjoys “badgering” him every year during the Army – Air Force football matchup. They have four children: Nathanial, Benjamin, Gabriel, and Catherine and a chocolate lab – Koda. |

Julie Ryan, '82
Julie J.C.H. Ryan, D.Sc., is the CEO of Wyndrose Technical Group, having retired from academia in 2017. Her last position in academia was Professor of Cybersecurity and Information Assurance from the U.S. National Defense University. Prior to that, she was tenured faculty at the George Washington University and a visiting scholar at the National Institute for Standards and Technology (NIST). Dr. Ryan came to academia from a career in industry that began when she completed military service. Upon graduating from the U.S. Air Force Academy, Dr. Ryan served as a Signals Intelligence Officer in the Air Force, and then as a Military Intelligence Officer with the Defense Intelligence Agency. Upon leaving government service, she worked in a variety of positions, including systems engineer, consultant, and senior staff scientist with companies including Sterling Software, Booz Allen & Hamilton, Welkin Associates, and TRW/ESL supporting a variety of projects and clients. She is the author of several books, including “Defending Your Digital Assets Against Hackers, Crackers, Spies, and Thieves” (McGraw Hill 2000), and a Fellow of the American Academy of Forensic Sciences (AAFS). At Wyndrose Technical Group, she focuses on futures forecasting and strategic planning with an eye on technology surprise and disruption. |

Raul Cisneros, '86
Raul E. Cisneros has had an extensive career as an engineer, senior executive in the public sector, public relations and marketing expert, spokesperson, and political commentator. Raul worked as a manufacturing engineer and supervisor with the Campbell Soup Company. He was also an environmental engineer focusing on air quality for the State of California. In 1998 Raul was appointed assistant state treasurer for the State of California by former California State Treasurer Matt Fong where he served as executive director of the California School Finance Authority. In 2001, he joined the President George W. Bush administration where he served in a number of leadership capacities at the U.S. Small Business Administration, including as director of communications for the agency. More recently, Raul directed the 2010 Census advertising campaign, a multi-million dollar, award winning $362 million advertising campaign in 28 languages. Raul has nearly 20 years of experience as a public relations and marketing practitioner. He’s worked extensively with the public, private and non-profit sectors across the nation wide-raging projects. He has also been a public relations consultant as well as a commentator for print, radio and television. Raul earned his Bachelor of Science degree from the U.S. Air Force Academy in Colorado where he graduated with military distinction. In 2009 Hispanic Business magazine named Raul to its list of 100 leading influentials in the U.S and has been awarded the Department of Commerce’s Gold Medal. In addition to his multiple civic and volunteer activities, Raul is also a docent at the National Air and Space Museum in Washington, DC. and a children’s book author. Raul and his family reside in Maryland. |
David Halla, '87
Dave retired as a Lieutenant Colonel after 28 ½ years, with half his flying career on active duty and the other half as a full-time Air National Guard member flying F-16’s. In his final 3 years, Dave served at U.S. Cyber Command, developing and executing offensive and defensive cyber exercises for the newly developed cyber warfighters. He is currently a senior adviser at The Johns Hopkins University Applied Physics Laboratory critical infrastructure protection group, and provides technical assistance to the Department of Homeland Security, U.S. Cyber Command, and the Navy Cyber Warfare Development Group. Prior to his current role, he spent a year at the Electricity Information Sharing and Analysis Center building their Security Operations Center, hiring and training the personnel to provide cyber and physical threat information to the 4500 entities that generate, transmit, and distribute electricity throughout North America. Dave also serves as a member on the Board of Directors for the Virginia Cyber Security Partnership (VCSP) and the Wisconsin Cyber Threat Response Alliance (WICTRA). |
